Fed: States take emissions trading timetable to COAG

State leaders are expected to take a united front today on setting up a national emissions
trading scheme .. in their meeting with the Prime Minister.

But JOHN HOWARD says there'll be no deal on carbon trading .. before next month's report
of a task force studying market proposals.

The eight Labor premiers and chief ministers agreed yesterday on a timeline to set
up a national scheme by 2010 .. and say they'll go it alone if Canberra doesn't come on
board.
